Ozone Depleting Substances Project Protocols Development

The Reserve began developing the U.S. and Article 5 Ozone Depleting Substances Project Protocols in July 2009. The technical protocol workgroup met from July through November to assist the Reserve in developing both protocols. During this time, drafts of the protocol were made available for workgroup and public review and comment. A public workshop was held in December 2009 to discuss the draft protocols and encourage further public feedback. Staff made final revisions to the protocol in December 2009 and January 2010 and it was approved by the Reserve Board on February 3, 2010.

Public Workshop
The Reserve hosted a public workshop to provide a venue for public feedback on the draft U.S. Ozone Depleting Substances Project Protocol and the draft Article 5 Ozone Depleting Substances Project Protocol. The workshop took place in Washington, D.C., on December 7, 2009. Please see workshop agenda and presentation below.

Workgroup Participants
The Climate Action Reserve worked closely with a multi-stakeholder workgroup throughout the protocol development process. The workgroup included industry representatives, state and federal agency personnel, NGOs, and expert consultants. The group of stakeholders reviewed and commented on the draft protocols, and ensured that the Reserve produced a high quality GHG reduction protocol for ODS destruction from sources within the U.S. and Article 5 countries.
