On March 5, 2009, Climate Action Reserve President Gary Gero testified before the House Energy and Commerce Committee Subcommittee on Energy and Environment. In his testimony, he stressed the four guiding principles that are fundamental to the Reserve’s work and ensuring the integrity of any offsets program: accuracy, conservativeness, transparency and practicality.
